Mr. C. D'Oliveira e Castro has been an officer of the Registry of the Supreme Court during the whole time that I have been Chief Justice of the Supreme Court. He is possessed of good abilities and I have always found him very intelligent and attentive in the performance of his duties. He is possessed of a good address and altogether I regard him as a very promising young public servant.

For some months he has acted as my clerk in the preparation of a new edition of the Ordinances of the Colony and has done so to my entire satisfaction. I cordially wish him success in his career,
